BCP Council (Bournemouth area): Neil McKeon has secured a Certificate of Lawfulness for the retrospective change of use of a dwelling to a House in Multiple Occupancy (HMO) in Cardigan Road, Winton. Whilst converted without the benefit of planning permission, a Certificate of Lawfulness can be secured to confirm the use had occurred for a sufficient period of time prior to the submission of the application to BCP Council.
Based on the evidence presented by Pure Town Planning, which included HMO licences and Council tax records, the Planning Officer accepted the justification, confirming that the use had occurred continuously over the requisite timeframe. As such, the Council deemed the HMO change of use to be lawful.
