Dorset Council (former Weymouth & Portland Borough Council area): Darryl Howells, a director of Pure Town Planning has recently secured full planning permission to carryout internal alterations to a building to form 13no. 1 bedroom flats and 2no. 1 bedroom maisonettes, with a manager’s office, communal rooms and amendments to a car parking area.  

The applicant provides accommodation to enable people with physical and/or learning disabilities, an opportunity to live independent lives but with the reassurance that support staff and management were available on site if the need arose. Despite the social benefits of the scheme to the wider community, the planning application received adverse public opposition and reporting by the local press, both of which Darryl needed to respond too.

The planning officer considered the merits of the scheme and agreed with Darryl’s case that the scheme provided adopted planning policies supported the scheme, homes within a sustainable location, would cause no harm to the wider conservation area, cause no harm to neighbouring amenities and despite having less than the adopted car parking standards that no detrimental effect would be caused to nearby roads.

The only issue that Darryl could not resolve was an alleged harm caused by the amendments to the car parking area and their implications for a protected tree positioned towards the rear of the site.  On Darry’s recommendation, the client instructed Richard Nicholson (Arboricultural Planning Consultant) to demonstrate that with appropriate measures that no harm to the root system would occur.  With Richard’s assistance and sound knowledge the matter was addressed quickly to the satisfaction of the Council’s arboricultural officers. The scheme was approved quickly and under delegated powers.
