
BCP Council (Poole area): Chris Miell has secured planning permission for the erection of replacement dwelling on Seacombe Road, Poole.
The scheme was designed by David James Architects and will provide a luxury home in the Sandbanks area of Poole. The site is currently occupied by a single storey bungalow from the post war period. The surrounding area has seen significant change over recent years with many of the original bungalows being demolished/extended to provide large contemporary homes.
Prior to submission, we engaged the services of tree consultant (RN APC) who put forward a robust justification to support to loss of a protected silver birch tree at the front of the site, which has structural flaws and limited longevity. It was also necessary for the tree consultant to demonstrate that the proposal would safeguard a protected pine tree at the site.
To support the application, we prepared a comprehensive design, access and planning statement, which set out the merits of the proposal in a clear and concise manner. The statement demonstrated that the proposal would enhance the character and appearance of the area and the protect the living conditions of neighbouring residents.
In addition to this, we commissioned the services of Stour Valley Civils, to prepare a supporting flood risk assessment as the site is at risk of future flooding from the sea. This document demonstrated that the proposed development would be a betterment in flood risk terms because the finished floor level of new dwelling would be raised above the predicted flood level, which would not be the case for the existing bungalow.
Upon consideration of the application, the Planning Officer was supportive of the development, concluding within her report: “The proposed dwelling is in keeping with the design and form of dwellings in the vicinity. The proposed dwelling is similar in size and scale to the remainder of the dwellings in this row of properties. It is proposed to remove the Silver birch in the front garden. BCP trees have been consulted and raise no objection due to the age and health of the tree. It is proposed to plant a tree and provide additional soft landscaping in the front garden to preserve the character of the area. Overall, it is considered that the proposed dwelling is acceptable and of an appropriate scale and massing to ensure the dwelling positively relates to and integrates well with the surrounding area, in compliance with Policy PP27 of the Poole Local Plan 2018 and Sand 5 of the Sandbanks Peninsula Neighbourhood Plan.”
