
New Forest District Council: Matt is delighted to share another positive outcome for our client on a site in Lymington town centre. This time a prior approval has been granted for the change of use of an existing commercial building from Use Class E (Commercial: Offices/Beauty Salon) to a two-bedroom bungalow Use Class C3 (Residential) under permitted development rights (Class MA). The scheme was designed by local firm ARC Architecture for mutual client Brentor Property Group.
The scheme follows two previous permissions for additional dwellings on the same site for the same client.

The property, located within the built-up area and town centre of Lymington, was formerly occupied as a Beauty Salon, falling within Class E of the Use Classes Order. The building is currently vacant, offering a valuable opportunity to bring an underutilised site back into productive use. Our proposal sought prior approval for the conversion of the premises into a two-bedroom residential dwelling, with no external alterations to the existing building. The application was submitted under Class MA permitted development provisions, which allow for the conversion of Class E premises to residential use subject to meeting specified criteria.
On reviewing the relevant legislation, the Planning Officer concluded that the proposal met all the statutory requirements for a Class MA change of use from Class E to Class C3 and issued prior approval within the statutory timeframe.
This outcome demonstrates the value of permitted development rights in delivering new residential opportunities, particularly for underused commercial premises.
