Southleigh Road Havant planning consultants HampshireHavant Borough Council: Pure Town Planning are delighted to announce that we have recently secured planning permission for a double plot split at Southleigh Road, Havant.

Working in collaboration with Design and Development Associates, on behalf our client Embarq, we prepared, submitted and managed a comprehensive planning application for the proposed development, which delivers two spacious three bedroom detached houses with associated access, parking and large garden areas, to the rear and side of the host dwelling, respectively.

As part of the application, we prepared a thorough supporting design, access and planning statement which set out the merits of the proposal in a clear and concise manner, whilst making it clear that the development was in accordance within adopted planning policies that promote sustainable residential development.

Upon considering the application and supporting documents, the Havant Borough Council planning officers agreed with our conclusions in respect of the principle of infill development at the site. However they expressed concern about the impact of the development on several mature trees on site and consequently imposed an emergency tree preservation order (TPO) to safeguard the longevity of the trees and were mindful to refuse permission. Whilst it was not the client’s intention to remove the trees as they provide attractive landscaping features at the site, this alone was not enough to get the development over the line. So we acted swiftly, agreed an extension of time with the Council and took a proactive approach by commissioning local arboriculturalist Sarah Johnston to prepare an arboricultural impact assessment and method statement which confirmed that the development could proceed without harming the trees. Once submitted we negotiated extensively with the Council’s Planning and Tree Officers, respectively, to overcome their initial concerns, which resulted in a minor reduction to the overall scale of Unit 1 in addition to re-siting the dwelling and parking area outside the root protection area of the protected beech tree. After several months of negotiation the application was recommended for approval by the Officer and the LPA granted planning permission for the development. The client was understandably thrilled with the decision and is now preparing the site for development.
