BCP Council: Matt Annen, director of Pure Town Planning is pleased to report that planning permission has FINALLY been granted, for a plot severance and infill detached house in Christchurch. The house was designed for our clients Bourn Homes by CRW Design.

We say ‘Finally’ because this rather straightforward plot severance has taken nearly 1 year to achieve because of the significant delays with the Council’s planning department currently as a result of a lack of resources, lack of staff, lack of capacity for the planning officers (that are still there!). This application followed a previous refusal where (in Matt’s view) the appointed planning officer unreasonably and naively refused the application on highways reasons (lack of parking for the original house). Since that previous application the site was legally severed and sold to another unrelated party and as such the application site under this revised scheme was now solely for a vacant plot. We revised the red line boundary and provided title deeds to support this. BCP Highways who objected previously to an almost identical arrangement re-assessed the parking arrangement for the site, presented in this new manner and had this time had no objection stating that the proposal would provide 1no on site parking space and secure cycle storage to the rear which meets the car and parking standard in the SPD adopted January 2021. This overcome the sole reason for refusal, meaning the newly appointed planning officer could write up her report for approval. It then took 4 weeks for the senior officer in Christchurch to sign it off which was frustrating for our client to say the least!
