Test Valley Borough Council: Matt Annen, a director of the firm is pleased to share the news that this complex major project at Andover Business Park has recently been granted FULL planning permission. The project, which has been ongoing since the latter part of 2018, is for the erection of two new buildings across two sites for our valued client, Abacus as part of establishing their new purpose-built motorhome headquarters.
Damon Green of construction consultancy Bennington Green has spearheaded the project from the outset with the preparation of all the necessary planning drawings. Damon approached Pure Town Planning for assistance with a detailed planning submission to create a new maintenance, preparation, administration, storage and wash down facility specifically for Abacus’ growing motorhome hire arm of their business.
The site was contained within the Andover Airfield Business Park, a site to the west of Andover which is allocated for employment within Use Classes B1, B2 and B8s. Whilst the proposed motorhome hire use is sui generis (not within any one designated Use Class), we put forward an argument to the LPA that it has elements of both B1 and B8 within it and as such the principle of the proposed sui generis use is not dissimilar to other uses within the Business Park and thus should be considered to be acceptable in principle. Throughout the planning application process, we dealt with a multitude of planning considerations including the principle of development, design, landscape, highways, drainage and amenity, constantly liaising with the appointed planning officer to arrive at a positive outcome.
