BCP Council (Poole area): Chris Miell has secured planning permission for a backland plot split at Wallace Road, Broadstone, Poole.

The scheme was designed by Lionel Gregory Architects and will provide a detached family home in a sustainable location near to Broadstone local centre. The site currently forms part of the lengthy rear garden of an existing dwelling, which will be severed to facilitate the new development.

To support the application, we prepared a comprehensive design, access and planning statement, which set out the merits of the proposal in a clear and concise manner. The statement demonstrated that the proposal would safeguard the character and appearance of the area and the living conditions of neighbouring residents.

Within our statement, we referenced a recent appeal decision at Skipton Close, Broadstone where an Inspector concluded that the introduction of backland development into an area where such development does not exist locally does not in and of itself cause harm to the character and appearance of the area. Instead, the found that a ‘case-by-case’ assessment should be undertaken by the LPA to assess whether the proposal would cause harm to special qualities of the local area. In this case, we argued that the spacious character of Wallace Road would be preserved due to the retention of soft landscaping features and the limited height of the new dwelling.

Upon consideration of the application, the Planning Officer was supportive of the development, concluding with her report that “In this case the proposed dwelling would also be detached, served by a single access and set back from the road in a verdant setting, retaining the soft landscaping to the frontage of the site. The proposed house would also be set back from the road. The existing bungalow is well screened from the road by the significant roadside planting and the proposed dwelling to the rear of the bungalow would not be visible from the road; as such it would not have a detrimental impact upon the character and appearance of the street scene. The verdant and spacious character of the local area would be preserved.”
