
Test Valley Borough Council: Pure Town Planning have recently secured planning permission for the comprehensive redevelopment of a former garage site in Nursling.
Working in collaboration with UAN Architecture, we prepared, submitted and managed a planning application for the proposed development, which sought planning permission for the demolition of existing buildings and the erection of a mixed use development comprising of a convenience store, commercial, business and service unit (Class E), and 5 x flats with associated access and parking.
The approved convenience store will be occupied by the Co-op, who intend to relocate from a smaller nearby store. The new store will provide a better product offering for the local community and reduce the need for residents to travel to larger supermarkets further afield. This will improve social well-being for residents, particularly those without access to a private vehicle.
Due to site constraints and proximity of neighbouring dwellings, we undertook extensive pre-app discussions with the LPA. The LPA Officers shared our desire to redevelop this brownfield site and worked with us in a positive and proactive manner to inform the bulk, scale and massing of the final proposal.
The design and appearance of the proposed development has been informed by the local distinctiveness of the area, including the scale and positioning of the neighbouring dwellings to the side and rear boundaries. The proposed built form will utilise a traditional architectural style and material palette, which ensures that it will successfully integrate with the character and appearance of the area.
In addition to design considerations, the design team undertook extensive discussions with Local Highway Authority to agree the parking and delivery arrangements for HGVs and customers. This element of the planning application was supported by transport consultants ADL Traffic who ensured that the proposed development preserved highway safety.
As part of the application, we prepared a comprehensive supporting design, access and planning statement which set out the merits of the proposal in a clear and concise manner, whilst making it clear that the development was in accordance within adopted planning policies that support economic growth and the provision of new community facilities to meet local needs.
Upon considering the application and supporting documents, the Council agreed with our conclusions and moved to grant planning permission for the development. The client was delighted with the decision and is now preparing for the redevelopment of the site.
