BCP Council (Bournemouth area): Jess Glover is pleased to announce that she has recently secured planning permission for the change of use of a dwelling (C3) to a flexible use as a House in Multiple Occupation (C4) and dwelling (C3) in Queen’s Park Ward of Bournemouth.

The client sought the flexible C3/C4 use to enable the ability to accommodate different client groups and vary the use as demand dictates. The client group is varied and can include individuals in addition to family units that have found themselves in need of housing assistance for personal, financial or circumstantial reasons. The flexible C3 Residential/C4 3-6 persons HMO affords the flexibility to meet BCP’s demand for housing and vary the occupancy in this property to meet the changing housing needs.

In preparing this particular case, we were required to demonstrate that fewer than 10% of properties within 100m of the site along the road and adjacent roads were in an existing HMO use. Additionally, in compiling the application we were required to demonstrate that the future occupants would have an acceptable standard of living in terms of space, communal facilities including a bin and cycle store, privacy and outlook.

The Planning Officer considered there were in fact fewer than 10% of properties in a HMO use and that the plans demonstrated the HMO occupants would have an acceptable standard of living and recommended the application for approval.
