BCP Council (Christchurch area): Chris Miell has secured planning permission to erect 5 x dwellings with associated access and parking at Wharncliffe Road, Highcliffe.

The scheme was designed by Marlow Architects and will provide five new homes in a sustainable location within walking distance of Highcliffe Beach and local amenities. The site is currently occupied by a single detached house from the early 20th Century, which sits within a substantial plot.

Wharncliffe Road has undergone a significant amount of change, with a number of single dwellings now having been redeveloped to form modern flatted developments. This has significantly increased the density of development in the area and altered the overall character of the area. In light of this, the site was acquired by a local developer for redevelopment.

To support the application, we prepared a comprehensive design, access and planning statement, which set out the merits of the proposal in a clear and concise manner. The statement demonstrated that the proposal would be in keeping with the emerging pattern of higher density development along the road, whilst preserving the living conditions of neighbouring resident to the side and rear of the site.

The development will provide 2 x 4 bed detached dwellings and 3 x 3 bed terraced dwellings, all of which will exceed the Government’s nationally described space standards (2015). The new dwellings will have a courtyard style arrangement with the detached dwellings sited towards the front of the site and the terrace of three dwellings located at the rear.

After many months of negotiation with the LPA regarding issues related to neighbouring amenity, trees, ecology and BNG matters, the Planning Officer advised us that he was happy to support the scheme. Due to this, the planning process took longer than usual, which meant that the application got caught by the New Forest Recreation Zone! As soon as the New Forest SAMMs process was in place with BCP, we promptly got the legal agreement signed by the applicant, which enabled the LPA to finally grant the planning permission.

Upon consideration of the application, the Planning Officer was supportive of the development, concluding with his report that “The Overall it is considered that the scheme is compatible with its surroundings in its layout, site coverage, architectural style, scale, bulk, height, materials, landscaping and visual impact and thereby complies with Policy HE2 of the Core Strategy (2014) and Policy HWNP12 (2023) of the neighbourhood plan.”
