BCP Council (Bournemouth) :  Matt Annen, director of Pure Town Planning is pleased to have secured permission for alterations and single and two-storey extensions to form an additional dwelling house in Southbourne. The scheme was designed by local architects DOT Architecture.

The scheme followed a previous scheme for severance of the plot and creation of a detached dwelling which was turned down by the Council as they felt it “would be cramped and congested in appearance, would be out of keeping with and fail to reflect the more spacious character and appearance of the area which is characterised by detached buildings set within wide spacious plots of near uniform size. This harm would be evidenced by the narrow width of the two resultant plots, the deep and narrow footprint of the development proposed, the contrived design, its size that would be far more imposing within the street scene than comparable ancillary structures, its poor relationship with the host dwelling and loss of the entire front garden to car parking and hardstanding”.

Pure Town Planning set out robust justifications within the Design and Access Statement detailing how the revised scheme addressed the previous concerns raised. Because the proposal retains the appearance of a detached dwelling that was considered by the LPA to be in keeping with the general massing and scale of surrounding dwellings and which would retain a reasonable degree of separation to the side boundary.

In response to the previous objection to the loss of the “entire front garden to car parking and hardstanding”, The Design and Access Statement highlighted that the level of hard landscaping had been reduced and simultaneously the level of soft landscaping had been increased. The appointed officer concluded on this issue, that whilst the proposal still required the creation of additional parking spaces, he acknowledged that these changes (formation of additional parking to the front of the site) could be undertaken as permitted development. So overall, there was no longer any objection to this aspect of the proposal.
