BCP Council (Christchurch): Matt Annen is pleased to have secured planning consent to replace a tired and dated bungalow with two highly contemporary detached homes in a sought-after coastal location which were beautifully designed by local firm ARC Architecture for mutual client Glass Harbour Group.

Located just moments from Avon Beach and Mudeford Quay, the site occupies a unique shaped corner plot at the end of Avon Run Close. The approved scheme replaces an ageing single-storey dwelling with two architecturally striking family homes that respond sensitively to both the site’s coastal setting and its surrounding context.

Throughout the planning process, Matt at Pure Town Planning worked closely with the design team and specialist consultants to develop a proposal that balanced high-quality contemporary design with the planning policy requirements of BCP Council.

A key consideration was demonstrating that the development would complement the changing character of the area. While Avon Run Close historically featured predominantly bungalow development, the surrounding neighbourhood has evolved considerably in recent years, with a number of larger and more contemporary homes now contributing to the local townscape. The approved scheme reflects this transition, introducing modern architecture while maintaining appropriate spacing, landscaping and residential amenity.

The planning officer’s report concluded that the proposal would not constitute overdevelopment and would have no significant harmful impact on the character and appearance of the area. Importantly, the scheme was also found to provide an acceptable relationship with neighbouring properties, with carefully designed layouts, privacy measures and landscaping ensuring that residential amenity is protected.

The application attracted significant public interest, and the committee process provided an opportunity for all views to be considered in detail. Through a robust planning submission supported by technical evidence covering highways, arboriculture, ecology and biodiversity matters, the proposal demonstrated full compliance with local and national planning policy.

The planning officer recognised the benefits of the scheme in helping to address the Council’s housing supply objectives. With local housing policies currently considered out-of-date due to a lack of five-year housing land supply, the delivery of an additional high-quality dwelling was afforded significant weight in the planning balance.

The application was presented to Planning Committee and received a positive recommendation from officers, with Members ultimately resolving to grant planning permission (if only by the narrowest of margins). This outcome represents a significant achievement for our client and demonstrates how carefully considered contemporary architecture can successfully integrate within evolving residential neighbourhoods.

For Pure Town Planning, this approval highlights the importance of combining strong planning strategy with high-quality design and technical expertise. Projects involving contemporary architecture can often generate debate, particularly in established residential areas, but this decision demonstrates that innovative design can be successfully delivered when supported by a clear understanding of planning policy and local context.

We are extremely pleased to have guided this project through the planning process and would like to thank the wider consultant team and our client for their collaborative approach throughout. We now look forward to seeing these exciting new homes brought forward and contributing positively to the continued evolution of this attractive coastal neighbourhood.
