BCP Council (Bournemouth area): Jess Glover is delighted to inform that she has recently secured planning permission for the conversion of a single dwellinghouse to 5 self-contained flats with access and parking in the East Cliff & Springbourne area of Bournemouth.

When carrying out an initial appraisal for the client, the first port of call was to check that the property would not comprise a small family dwellinghouse (with an internal floor area of under 140 square metres). If so, in accordance with Bournemouth Core Strategy Policy CS19, it is likely the application would be resisted by Officers as it would result in the loss of small family dwellinghouse. Upon assessment, it was clear the property was of a substantial size and therefore its subdivision would be acceptable.

This application followed a successful Certificate of Lawfulness application to establish the use of the former Bed & Breakfast (C1 Use Class) as a dwellinghouse (C3 Use Class), which established the loss of tourism facility on the site, thus circumventing the need to demonstrate the viability of the tourism use and marketing evidence over a period of 12 months, as stipulated by Bournemouth’s Core Strategy Policy CS29.

Working closely with the client and Anders Roberts Cheer Architects, we devised a scheme which we considered maximised the number of residential units on the site whilst also providing a high standard of living for future occupants and accommodating sufficient vehicle and cycle parking and refuse facilities.

During the process of the application only minor tweaks to the plans were required by the Planning Officer in order to progress to a positive recommendation.
