Bournemouth Borough Council: Pure Town Planning are pleased with their latest approval to convert an existing house into four self-contained flats with the plans supplied by Matthew Austin at Seventy One Design.
As part of the application, we prepared a thorough supporting design, access, and planning statement that set out the merits of the proposal in a clear and concise manner, whilst making it clear that the development was in accordance within adopted planning policies that support sustainable residential development.
The application did face an objection from the Highways Officer at Bournemouth Borough Council as despite providing four parking spaces (one per flat), there was no provision for off street parking for any visitors, so it was considered that there was a parking shortfall which had to be justified. We appointed Phil Caseley at JPC Highway Consultants, who demonstrated that there was sufficient capacity on the surrounding streets to cater for the shortfall of one onsite parking space.
With the Case Officer now able to support the application, the Senior Officer requested 11th hour changes due to concerns over the removal of the front wall and subsequent loss of soft landscaping to provide a fourth parking space which they felt would be harmful to the character and appearance of the area. This therefore meant that we could only provide three parking spaces, which with the support of the Parking Survey it demonstrated that this area could justify a parking shortfall and the application was subsequently approved much to the delight of the applicant.
