
Eastleigh Borough Council: Pure Town Planning are pleased to have successfully secured planning consent for the change of use of agricultural land to commercial hardstanding (ancillary to existing commmercial premises) at Grange Road near Netley in Hampshire.
The main difficulty at present with any project like this at present is the impact of Biodiversity Net Gain meaning an extensive amount of ecology work before even getting the application registered. But because of BNG, ecologists have more work than ever and so there are long lead times. In this case getting the BNG report together delayed the registration of the application by many weeks.
Once the application was registered, all went smoothly and it was approved without any contact from the planning officer just a few days after the target date.
Unfortuntely for Biodiversity Net Gain that is not the end of things – if BNG is applicable the permission is subject to a pre-commencement condition requiring a formal Biodiversity Net Gain Habitat Management and Monitoring Plan (HMMP) to be submitted and approved by the Council – including purchase of any offsite credits which may be required to meet the 10% BNG requirement.
