BCP Council (Bournemouth area): Chris Miell has secured planning permission for the erection of a small block of flats on a disused car park in Boscombe, Bournemouth.

The scheme was designed by David James Architects and will provide accommodation over three floors and consists of a 1 x 1 bedroom flat and a 2-bedroom duplex apartment. The proposed development would have a flat roof form and would feature a brick façade with art deco inspired detailing, including curved corners and punched window openings.

The development makes good use of underutilised land to help meet identified housing needs, in a manner that would enhance the character and appearance of the area and provide high quality living conditions for future occupiers within a sustainable location close to local services and facilities.

The application followed a previous scheme, which was dismissed at appeal with the Inspector citing concerns about the poor unit mix (3 x 1 bed units) and the lack of private amenity areas.

Following the appeal decision, we worked with the applicant and DJA to bring forward an amended scheme to overcome the Inspector’s concerns. This resulted in the introduction of a recessed second floor to provide space for a private terrace for Flat 2 and a small rear garden for Flat 1.

To support the application, we prepared a comprehensive design, access and planning statement, which set out the merits of the proposal in a clear and concise manner. The statement demonstrated that the proposal would overcome the Inspector’s concerns and therefore planning permission should be granted by the LPA.

Upon consideration of the application, the Planning Officer was supportive of the proposal, concluding ”The scheme would not be harmful to the character and appearance of the area taking account revisions provided by the applicant in line with the Council’s Heritage and Urban Design Officers, as well as will not have a materially harmful impact on neighbouring residents. The proposal works will also comply with Highway Standards. Therefore, having considered the appropriate development plan policy and other material considerations, including the NPPF, it is considered that subject to compliance with the conditions attached to this permission, the development would be in accordance with the Development Plan.”
