BCP Council (Bournemouth area): Chris Miell has recently secured planning permission for the demolition of a former hotel and the erection of 23 x flats on West Hill Road, Bournemouth.

The proposal, which was designed by ARC Architecture for mutual client Harlequin Homes, will provide a mix of one and two bedroom flats set amongst landscaped gardens. The bulk, scale, massing and appearance of the development has been informed by the Victorian properties within the local area, which ensures that the development will enhance the special interest of the West Cliff and Poole Hill Conservation Area.

The existing building dates from the Victorian period and provides accommodation over three floors. The property has been heavily altered and extended over many years, which undermined the architectural integrity of the original building. It was historically used as a hotel, but over recent years it has been use as a large house in multiple occupation (sui generis use). For these reasons, we were able put forward a robust argument in favour of the loss of the existing building and tourism use.

The site has a detailed planning history, which included an appeal dismissal from 2023 for a scheme comprising of 24 x flats and 6 x holiday lets with associated access and parking. We represented the applicant at the Appeal Hearing and whilst the appeal was ultimately lost, we received a favourable outcome in several key areas, including the design approach and impact upon neighbouring amenity, which reduced the number of reasons for reason. This broke the ‘deadlock’ with the Council and allowed us to move forward in a positive direction with a revised scheme.

Prior to the submission of the latest application, our first step was to undertake a detailed review of the Inspector’s decision letter with the architect and look at what we changes could be made to the scheme to overcome the Inspector’s concerns. This resulted in a building with a smaller footprint and improved communal areas for use by residents.

Following discussions with the Planning Officer, we made additional positives changes to further improve the overall development and submitted amended plans to the LPA, which result in minor changes to the roof form and external finish of the building. Following this, the application was approved by the LPA under delegated powers.

The approved development will make effective use of under-utilised land and provide housing for a mixed demographic in an area where land supply is constrained, whilst safeguarding the character and appearance of the area and neighbouring amenity, which is consistent with Government policy contained within the NPPF.
