BCP Council (Poole): Matt Annen is delighted to announce another planning success, with permission granted for the comprehensive remodelling and extension of a substantial detached home on Pinewood Road near Branksome Chine in Poole which was beautifully designed by local architect Marlow Architects.

The ambitious proposals will transform the existing property through the demolition of the existing garage and outdated extensions, the construction of new front and side extensions, a first-floor gabled addition, extensive internal alterations, a contemporary external material palette, a new entrance porch, raised patio with canopies and a new outdoor swimming pool .

While the finished design will create a striking new family home, securing planning permission was far from straightforward. The site occupies a particularly sensitive location adjacent to The Avenue Conservation Area, close to a Grade II listed Mausoleum, opposite a number of locally listed buildings and within an area influenced by woodland, a Local Nature Reserve and a Higher Potential Ecological Network. These constraints meant the application required careful consideration of heritage, design, residential amenity, trees, biodiversity and highways.

The planning officer concluded that the proposal successfully addressed each of these issues.

A key consideration was the impact on neighbouring properties. Although one objection was received concerning potential overshadowing and overbearing impact, the officer found that the increased scale would not result in unacceptable harm. The report concluded that neighbouring homes would continue to enjoy appropriate levels of daylight, privacy and outlook, with planning conditions securing obscure glazing and preventing use of the garage roof as a terrace to further protect residential amenity.

Perhaps the most significant challenge was demonstrating that such a substantial transformation could sit comfortably alongside important heritage assets. The officer acknowledged that the remodelled dwelling would become considerably more prominent within the street scene, particularly when viewed from Pinewood Road. However, the carefully designed landscaping strategy, including new trees and boundary planting, was considered an effective mitigation that would reinforce the established sylvan character of the area, soften the additional built form and preserve the setting of nearby heritage assets.

Importantly, the report concluded that the proposals would preserve the character and appearance of the adjacent Conservation Area while also enhancing its verdant setting. The Local Planning Authority considered the landscaping integral to achieving an acceptable outcome, helping the development integrate into its surroundings despite its significantly enlarged scale.

Technical matters were equally robust. The Council raised no objections on highways or parking, confirming the retained driveway and proposed garage would provide sufficient parking and safe access. Arboricultural information demonstrated that neighbouring trees could be protected throughout construction, while biodiversity impacts were also found to be acceptable given the scale and location of the development.

Ultimately, the officer concluded that the proposal complied with the relevant policies of the Poole Local Plan and the National Planning Policy Framework. The report found the development would respect neighbouring amenity, preserve nearby heritage assets, protect important landscape features and deliver a high-quality design appropriate to its context, recommending approval subject to conditions.
