BCP Council (Poole): Matt Annen is pleased to have secured planning consent for the demolition of an existing rear extension and erection of a replacement single storey rear extension and change of use from two x 1 bedroom flats (C3 Use) into a 6 bedroom HMO (C4 Use) with associated cycle and bin storage in the Parkstone area of Poole. The scheme was designed by Archigold for mutual client ESA Property.

The application process itself took over 6 months which is completely unreasonable for what should have been a relatively straight forward application. Part of the delay stemmed from a disagreement over the contributions payable. As the Council often cannot collect CIL contributions from change of use developments, in the last year BCP Council have started seeking a Nitrogen Reduction contribution for conversions to HMO which require planning permission.
