Appeal win Bournemouth language school planning consultants BournemouthBournemouth Borough Council: Pure Town Planning have just won an appeal for our clients – one of Bournemouth’s oldest international schools – securing consent to retain two classroom buildings.

The school had temporary consent for the two classroom buildings on its campus and, with that due to expire, they applied to Bournemouth Borough Council to allow the buildings to be retained for a longer period – thus giving the school the flexibility to use the additional space to cope with an upsurge in demand. The Council’s case officer was minded to permit the application however the local residents from the neighbouring block of flats objected thus forcing the decision to go to committee. The planning committee were won over by the neighbouring resident and rejected the application against officer advice – they also authorised commencing enforcement action to see the buildings removed – the temporary consent by then had elapsed.

The school then turned to Pure Town Planning for advice and we immediately lodged an appeal against the decision to forestall any enforcement action. The reasons the Council had given for the refusal of planning consent were harm to the character and appearance of the conservation area in which the campus lies, and harm to the living conditions of the adjoining residents in terms of disturbance from noise and lights. On appeal we were able to persuade the Inspector that the buildings preserved the character and appearance of the conservation area, and subject to a restricted hours of use condition, would not have an undue adverse impact on the neighbouring residents. The Inspector then duly granted the permission to retain the buildings.
