Chilbolton Avenue planning approved planning consultants WinchesterWinchester City Council: After a long and involved planning application process Pure Town Planning are pleased to report successful negotiation of a planning consent in Chilbolton Avenue in Winchester.

The proposal is to demolish one of the streets original detached dwellings and erect three detached buildings on the site, two 5-bedroom houses and two 2-bedroom apartments. The two houses are designed with living accommodation on the first floor to take full advantage of stunning views to the west across the Royal Winchester golf course.

Even before the application was lodged there were numerous issues we needed to resolve including affordable housing viability (interestingly despite being only four units it breached the 1000 sqm affordable housing threshold), bat surveys, Community Infrastructure Levy measurement and calculations, highways and  trees.

The application saw a great many letters of objection but by working pro actively with the Winchester City Council planning officer we were able to work through the various issues, with various tweaks to the design, and eventually win his support for the scheme. Of course given the level of public interest the application still had to be reported to the Council’s Planning Committee. Pure Town Planning director Dan Wilden addressed the committee which then saw the members vote unanimously to grant full planning permission in line with the planning officer’s recommendation.
