Winchester City Council: Pure Town Planning has just secured planning permission for the use of the roof space above this double garage at a detached house in Winchester as a self contained studio apartment.

In a case far more tortuous than one would expect for such a proposal, we stuck at it eventually leading Winchester City Council to the conclusion that firstly we were not going to just go away and second that with our carefully drafted Section 106 Unilateral Undertaking to control the proposal (and their fear that the whole garage would become its own separate detached dwelling) the proposal would cause no harm. I am afraid the Council earn themselves nul points for their handling of this one…
