Weymouth and Portland Borough Council: Pure Town Planning have recently secured planning permission for the demolition of an existing petrol station and garage and the erection of a mixed-use development comprising 2 x A1 units and 4 x flats with associated access and parking in Wyke Regis, Weymouth.

Eagle-eyed readers may recall we secured permission for a commercial scheme comprising the change of use, alteration and extension of a the former petrol filling station to two A1 retail units with associated access and parking in January 2016.

After the initial approval, we submitted an alternative scheme to Weymouth and Portland Borough Council in June 2016 for the erection of a mixed-use scheme comprising 2 x A1 units and 4 x flats. The proposed development was of a contemporary design that built upon the modern architectural style of the previously approved application. Whilst the principle of the development was considered acceptable, the Council’s Planning Committee refused the application in October 2016, citing grounds of poor design and harm to neighbouring amenity.

Following the refusal, we undertook pre-application consultation with the Council to negotiate towards a mutually acceptable development that overcame the previous reasons for refusal, whilst delivering a development that was commercially viable and fit for purpose. After constructive discussions with the Council, and again working collaboratively with architects from Union Architecture, we submitted a revised application. The revised scheme was designed to respect the traditional Victorian character of Wyke Regis and therefore featured a traditional red brick and render material finish with decorative brick detailing, dark metal roof finish and a corner roof feature to break up the mass of development. To improve the relationship with neighbouring residents, alterations were proposed to the layout of services and a cat-slide roof was introduced to the rear elevation to avoid any overbearing impact on adjoining residential properties.

As part of the application, we prepared a comprehensive supporting design, access and planning statement which set out the merits of the proposal in a clear and concise manner, whilst making it clear that the revised proposals were was in accordance within adopted planning policies that support economic growth and the provision of new homes in sustainable locations.

Upon considering the application and supporting documents, Officers agreed with our conclusions and moved to recommend the scheme for approval. Due to the site’s planning history, the application was referred to the Planning Committee for determination. Members concluded that the application overcame their previous concerns and moved to swiftly grant full planning permission. In determining the scheme, Members praised our collaborative approach and desire to work with the Council to achieve the regeneration of the site. The client was delighted with the decision and is now preparing for the redevelopment of the site.
