Bournemouth Borough Council: Pure Town Planning have recently secured planning permission to convert an existing house into two one-bedroom flats and the erection of a single storey rear extension with the plans supplied by Nabney Plans.

This application was a revised scheme following a refusal by another agent with the reasons for refusal being:

  1.  Poor standard of living environment for future occupiers
  2. Lack of car parking
  3. Lack of suitable bin storage arrangements

Following this refusal, the applicant made contact with Pure Town Planning to see if there was a way forward either by appealing the decision or a revised application.  We advised our client to pursue a revised application as it would be a quicker process and we considered that there was a reasonable chance of overcoming the objections with minor revisions.

We overcame the concern of the poor standard of living by separating the rear garden into three distinct gardens ensuring that the flats all have their own private amenity space. To overcome the parking shortfall we instructed JPC Highways to undertake a parking survey of the surrounding area, to demonstrate that the parking shortfall could be comfortably accommodated on the surrounding roads.

Once the plans had been amended and the Parking Survey completed, we proceeded with the submission of the application including a comprehensive Design and Access Statement, which included an analysis of how the application overcomes the previous reasons for refusal. The Bournemouth Borough Council planning officer agreed that this application had overcome the previous reasons for refusal and subject to negotiating a couple of minor amendments to the plans; the application was approved much to the delight of the client.
